If you own a smartphone, take an elevator, use a car: Without thinking about it you use complete control loops comprising sensors like touch screens, GPS etc., a controller which acts as "brain", and then some motors, lights, loud speakers etc.. Without these actuators, the devices would be useless to you. Only the actuators influence your real word the way you want it, like hear a loved one, move from A to B.

Why its time for actuators on wildlife
Before bAWARE, animals were either disconnected, or exclusively used for data collection only. At best, they might one day benefit from actions decided and taken by humans, made better by using said data. Too often, these paybacks materialize too late or too little. The downsides for the animals are always present, including the stress of trapping, "tagging", and living with additional equipment.
